The view upwards towards the "hatted rooster" is from a communal courtyard inbetween huge apartment buildings. On the one side is a bust with a room inside it's cropped head.
One can read multiple meanings from this work and none of them would be invalid. Some of the following questions can arise:
When did rooster appear above the buildings?
Where does the hat come from?
What is the occupation of the inhabitant of the penthouse?
How many people live in these block of flats?
Who lives behind the dull eyes in the cropped head?
Why was the view taken from the courtyard?
